This is a video of a police chase, wherein the suspect gets away by mysteriously driving through the fence.
The police couldn't believe what he saw, but everything was caught on tape using the police car's on board camera.

You can see a few things up with this video. Firstly it doesn't appear in "the blink of an eye" in fact it takes about a minute with clever editing (watch the timestamp in the upper left corner).
Secondly, he "goes through" a chain link fence. If you look at when the officer stops his car, you can see that the fence is clearly dislodged from its bindings at the bottom.
This isn't paranormal, this is just some drunk that managed to escape by going under a chain link fence.
